Set FPS for an Application.

I am new in QT. i want to create an application, In which i can set the FPS on basis of user input.
is there any way to achieve this.
Currently i am loading my URL using WebView. current FPS is constant and i cant change it. so is there any way in QT to set FPS.

Can we create a chromium browser where we can set the FPS (Frame per second) for a URL. this URL have flash contents, i did not have the server location or exact location of that source. So is it possible to i can set FPS in browser side instead of FPS provided by server/URL.
