Toolbar and icon size

Hi,

I am perplexed as to why I cannot seem to get a minimum height toolbar. I have 3 toolbar buttons which I have setup via QT Designer.The icon size for each is 16X16. The icon images
are 16X16. The style is ToolButtonIconOnly. When I preview it in Designer it's height looks
reasonable. When I run my app (Windows XP) the toolbar height is larger, more like 24 pixels high. I've also tried setIconSize() from my app. I can make the toolbar height larger but not smaller than what I have shown.
