Default Hiding ToolBars/Docks From Main window

I have a application with a new shell I'm writing for it. The problem I'm having is that when the application is in use, the user can right click on the desktop and what not and see the list of toolbars and dock widgets and be able to hide them or show them. I want to disallow that except for toolbars that aren't of Shell:ockBar. But I wanna totally remove docks since all the docks will be of my custom dock.
