Default Between GPL v3 and GPL v3+

I want write code under licence GPL v3. I am afraid licence "GPL v3 and above" because today is not this licences and I don't know its will be well protect. On the other hand version 4 will be even better than version 3.
    what should I write?
This program is free software, licensed under the terms of the GNU
General Public License as published by the Free Software Foundation,
    version 3 of the License,

    and what can I add?
"currently not version 3 or any later version but is reserved to change to later version if it release "
    ?

So do you want to publish under GPLv3 or GPLv2?

GPLv2+ have some advantages but not allows link with libraries that are GPLv3+, GPLv3 can. At today version 3 is last, but I don't know if next version will be good. I want reserve to change from GPLv3 to GPLv4 in far future only if v4 will interesting.

So release under 3, you can always relicense later.
