Default No access to android sdk from Qt Creator (Windows 7)

I have installed qt-opensource-windows-x86-android-5.4.1 on my Windows7 desktop.
Also I have installed the newest versions of android sdk, ndk, ant and Java SDK.
In Qt Creator -> Extras -> Settings -> Android I added the paths to the components.
When I try to add a new AVD (Button "Add" in the same dialog window) I get a empty combo box to select the android target-API version and a hint "No android SDK available".

In my older installation qt-opensource-windows-x86-android-5.2.0 everything works well, with the same android sdk, ndk, ant and Java SDK as mentioned above.

Why does qt-opensource-windows-x86-android-5.3.x and qt-opensource-windows-x86-android-5.4.x have such problems to access the android sdk ?
