Designer? What is that? Nope, never use it.
Depends and the task. Sometimes yes, sometimes no.

I use it only for simple dialogs or when I need to see how it will fit the screen. Never use it for console appsand GL Widgets or QGraphicSceens. But it is one of the best GUI makers available now. Though there are a lot to do with usability which is IMHO not the best.
