Getting started learning network programming

Hello I've got to create a program, wich have to get information about traffic any other program (for example download master). Actually I can't even start cause I couldn't find good help about it in Internet. So could you give some tutorials or something? Thanks!

On windows, you could try to use "performance counters". You can find some information about them in MSDN.
