"c++ commands" is a bit vague. You could mean a C++ language reference, C++ standard library/STL reference, or a compiler reference.
Is it possible? Sure. Does it exist? Something for specifically Qt... never seen it. CPP Reference publish a Windows compiled help archive of their site. Feel free to write the help in any format you like. If you use Qt Assistant's markup then you can easily plug it into the Qt help system. You may even be able to use the site HTML as the starting point.
But... Dont you think that QT would must provide this ?

As our mate said, QT is open source, so, fell freee to go ahead it would be helpfull anyway, at least for a offline development.
O guess that everyone that coded qt didnt thougth it would, cause most of the time, there is "THE QT WAY" to do the same. avoid c++ and you can avoid some errors
don't know if what you means if the c++ statement for the functions, for that you can use:

pragsoft.com (free available c++ book)
We do not avoid C++, we promote good C++. After all Qt is and requires C++.
