QtDesigner requires a bunch of other things to work. If you download the QtSDK installer, you can choose which components to install. You need Qt libraries and Qt Designer as minimum. You can skip installing a compiler, Qt docs and QtCreator.

If that's not an option then take QtDesigner along with the needed libs from an existing Qt installation. It doesn't require any "installing".
